In this connection, I cannot express too strongly the necessity of greater Treasury supervision over the accounting operations of all Government Departments.

as I have placed before you, whilst money can be

received for which no receipts are given at the time

of payment, and when no adequate supervision is main-

tained at the time payment is made.
